Job Purpose

Office for Nuclear Regulation (ONR) is responsible for all nuclear sector regulation across the UK.  ONR's mission is to provide efficient and effective regulation of the nuclear industry, holding it to account on behalf of the public.

ONR will be responsible for safeguards regulation in the UK when the UK leaves the EU and Euratom and has been developing the capability to do this.  Ensuring the sustainability of the safeguards expertise that is central to this capability, is crucial to being able to maintain delivery of ONR’s future safeguards regulatory purpose.

The Safeguards Subject Matter Expert (SME)/Deputy Professional Lead will report to the Professional Lead (PL), who is responsible for leading the Safeguards Specialism from a technical perspective by driving the development of technical capability and ensuring the development of technical standards.  The SME/DPL will support and deputise for the PL in ensuring consistency and working with the Senior Responsible Officer (SRO) for the SSAC Project, and the CNSS and Technical Division directors in managing the resources of the Safeguards Specialism as part of the leadership of ONR.  This will include planning and forecasting of resource requirements according to SSAC project, CNSS and ONR needs. The SME/DPL will be part of the Safeguards Leadership Team alongside the SSAC Project Lead, the PL, the Delivery Lead and Safeguards Inspection and Materials Accountancy Leads.

Principal Responsibilities

External Engagement/Representation

Use nationally and internationally recognised safeguards knowledge, expertise and credibility to:

  • work with external domestic stakeholders (e.g. operators, HMG, the public) to represent ONR in developing UK safeguards good practice and standards, and promote the role and activities of the new SSAC

    coordinate provision of safeguards input to consolidated ONR advice on safeguards expectations for the deployment of new nuclear technologies (e.g. advanced nuclear reactor technologies) and longer term development of the UK nuclear fuel cycle (e.g. management of civil plutonium stocks, the UK Geological Disposal Facility etc.)

  • work with external international stakeholders (e.g. the IAEA, ESARDA, and Euratom) to represent ONR and the UK in:

    negotiations and other engagement related to meeting the UK’s new international safeguards obligations

  • supporting the continued development of the international safeguards regime (e.g. including provision of expert advice to the IAEA, through support for groups such its Standing Advisory Group on Safeguards Implementation), and
  • promoting the role and activities of the new SSAC
