Job description

Job Purpose

The Office for Nuclear Regulation (ONR) is the independent UK regulator of the nuclear industry, including existing, decommissioned, and new reactors.  It employs more than 600 professional staff, with specialist regulatory roles (e.g. nuclear safety/security/safeguards); corporate professions including Policy and Communications, Finance, IT, and Human Resources, and other core functions. ONR’s Head Office, housing its main functions, is in Bootle, Liverpool, with two smaller offices in London and Cheltenham.

ONR has historically outsourced its procurement services to a 3rd party supplier, in April 2021 we brought these services fully in-house and we are now looking to build and strengthen our commercial function.  This role will be pivotal in the delivery of more transparent and robust commercial arrangements for ONR. 

As a Commercial Contract Manager in ONR, you will be responsible for delivering robust management, oversight, and control of ONR’s commercial arrangements, with specific focus on 3rd party IT contract arrangements.  Managing the totality of processes that support the tendering and contracting of externally provided goods and services, ensuring commercial arrangements achieve the best value for money at all times, whilst complying with Government procurement rules and ONR’s financial governance policies and procedures.

Principal Responsibilities

This is a new role within the Commercial and Procurement Team (CPT), and is key in helping towards the development of ONR’s commercial management capability and capacity.  Our commercial responsibilities have grown significantly through the introduction of new IT contracts, working alongside the IT Directorate, you will have a key role in ensuring we harness the benefits from our commercial arrangements and ensure that our contracts deliver in both performance and value for money aspects.

The role requires excellent planning and prioritising, strong communication, stakeholder management, and negotiating skills.  Day to day responsibilities will centre on managing ONR’s tendering and contract management activity, ensuring all processes adhere to ONR’s Commercial Governance Framework.
